the vote for the moiety of Military Contribution for 1890, I have the honour to transmit for Your Lordships' information a report of a further debate in the Conseil on the 10th ultimo, on the motion of the Honourable T. H. Whitehead that in consequence of the Military Contribution still demanded by the Imperial Government, "this Colony is not in a position to pay the increased salaries recently recommended by the Unofficial Members, and that the Secretary of State be requested by telegram to withhold his sanction".
At this meeting of Council I was prevented from being present owing to indisposition.
2. Subsequently the correspondence of which I enclose printed copies (dated 14, 15, 20, 21, 24, and 27th April, 1891) passed between the Unofficial Members and the Colonial Secretary.
